Do you have to be on Strand Subclass for this to proc? have artifact unlocked and no siphon/Surge mods equipped with a PERPETUALIS kinetic and it will not proc after killing multiple enemies withing seconds of each other.

Technically it should work with any subclass, like you can proc volt shot without the need of an arc subclass.
Haven´t tested it, but knowing Bungie it could be bugged.
Or there is something you are missing.
