Instantly kill them, or just live with it and do the damage again.

There are anti-barrier mods and weapons to use against Barrier Champions.
Wish-Ender and Arbalest are two Exotic weapons that can break the shield and halt the regen.
The seasonal artifact can apply anti-barrier effects to certain weapons. 'Volatile' effects will break the shield, Strand 'suspend' will prevent them from deploying their barrier while suspended.

keep shooting with anti-barrier weapons or buffs when their shield is up, it'll disrupt their regen and pop the shield, and at that moment you gotta act fast otherwise that champ gonna bring those shield up again
