Need bad luck protection

I've spent almost 10 hours now farming heroic patrols, trying to get the craftable Neomuna weapons. All I really wanted was the hand cannon, but I've gotten everything else. It's so incredibly frustrating that I haven't gotten a single one, and there's nothing I can do about it. I've gotten maybe 20 of the handcannon, but no red border. I could theoretically get one at any point, but I won't. If I haven't gotten a single one in 10 HOURS of farming with others, I won't ever.

It would be easier, faster and more straightforward for me to delete one of my characters and then speedrun Lightfall to get the guaranteed red border, rather than wait on RNG to not give me one. Why is the drop rate so bad? Why can't you focus like in ever other activity? Why is there no bad luck protection? It wouldn't be hard to fix the issue. It's crushing to waste so much time and have no control over it.
