The Year One campaigns and the Forsaken Campaign (along with the Destinations Mercury, Titan, Io, and The Tangled Shore) were vaulted (due to technical reasons). Those older campaigns are no longer playable. If you want the details on that, you can find those here:

The earliest available campaign is currently Shadowkeep, which should start automatically the first time you try to go to the Moon.
Beyond Light should start the first time you go to Europa.
Witch Queen should start the first time you go to Mars.
Lightfall is the newest, and the intro mission should start automatically, mostly likely the second time you launch the game.
Note that you can play the intro missions to each of those, regardless of what you own, but if you want to play the entire campaign for any of them, you need the DLC.
Xur is a rotating vendor, he's only accessible between Friday an the Weekly reset. His location shifts between the EDZ, the Tower (hanger) and Watcher's Grave on Nessus. The front page of Light.gg will tell you where he is and what he's selling this week. As will the website "Where is Xur"

If you want the older exotics, including Mida, you'll need to go purchase them from the Kiosk in the Tower (the Monument to Lost Lights). You will need an Exotic Cipher for those (as well as some Glimmer, etc). The Exotics in the Kiosk can only be obtained there, thought there are also still a bunch that are world drops which you can simply acquire by playing.
In addition, Xur carries Hawkmoon and Dead Man's Tale. Those two Exotics have variable perks, just like regular Legendaries. They vary from week to week, again, I suggest looking at the front page of Light.gg, as there's an evaluation of the perk rolls listed there.
Further still, you'll need an Exotic Cipher. You can get one by playing (from the Season Pass), it's accessible to everyone, but you'll need to play to level 40ish to 50ish I think. In addition to that, Xur has a quest for an Exotic Cipher which refreshes a week after you turn it in. This means that if you collect the quest on Friday, and complete it over the weekend and turn it in before weekly reset, it'll be ready again the following Friday. However, if it takes you all week to do it, and you turn it in the next weekend, then it'll be the Friday after that that it's accessible again. The quest requires you to do bunch of Activities (I think it's 21).

3. Xur works like he did in Destiny 1, and as he always has worked. He arrives every weekend in a random spot and sells a bunch of exotics and rotation of legendary armors and weapons which cost glimmer and legendary shards. Not to be confused with the Xur hanging out in Eternity for Dares of Eternity (which imo is a lot of fun)
Also your inactive account shouldn't have been wiped? That sounds like something you will want to talk to Bungie about (go to their help section, steam can't help you there) because I've been inactive for months and everything has been just sitting there. The only things though: DLC's are platform specific (transferring from xbox to steam, yeah you have to rebuy the DLC's however any DLC weapons/armor you had on xbox transfer to steam, and you can use them) and yes, Epic and Steam are seen as different platforms due to...the way licensing is handled...I think? Because the DLC license isn't account bound but rather platform bound? Idk....
If however you're talking about the switch from Blizzard net...well, they gave us over a year to do that with plenty of information and warnings and I don't know what to tell you about that.
