Use some Upgrade Modules, increase the light level of your gear and you'll have an easier time (although do note: Even at the soft cap most enemies on Neomuna still have swords next to their names).
feels more like -10 or -15 at times myself.
best way to up ones light level is to do strikes, seasonal activity, public events, etc, get the higher light blues and put them on (i upped their energy enough to put a stat mod on them if it's too low) and just let it grow, save your upgrade mods for when you NEED a specific exotic or good roll weapon you have to bring it up to par for the content. otherwise you'll be burning upgrade modules like mad.
when you get closer to 1770-1780 then consider upgrading your better gear. the legendary completion reward gives a full 1770 weapons and armor set for upgrading with or using.
