There are enough difficulty settings in this game where any competent dev could have made the game work for both pools of players. Catering to the streaming scene is why the community in this game is so bad to begin with.
I find that hard to believe.
Normal mode is easy enough provided you have either at or higher-than light level requirements for the mission, the only things that can kill you are those minibosses with the scythes and that's *usually* from knockback.
However Normal doesn't pay out, like, at all. The gear you get is marginal in quantity.
Legendary mode requires cheeses, specific builds, it's akin -now- closer to Master Lost Sectors if you're running solo. The loot in this case is -vastly- better, and enables a player to keep up with the campaign without grinding themselves into boredom.
But Legendary requires you to not just be good at the game, but be able to run Endgame stuff in a way that most normal people are just not able to achieve in a sane timeframe.
Really there needs to be a Hero difficulty that sits between Normal and Legend which is LL capped at -5 (not -15) and offers you loot which is half way in quantity between Normal and Legend. That'd be an approachable challenge for most people and would eliminate the worst of the grind.
Right now Legendary is fine, for what it offers. Normal however is very, very undertuned on the loot front.
