No they don't. Whilst there will be more ways than ever to deal with champions both in that artifact mods will be always on perks and in that 3.0 verbs will be able to stun champions neither of those changes ensure that players will be running setups appropriate for the content that champions will appear in.
that said if you have a good fire team(not randos everyone knows randos are too brain dead to understand basics at least in every pug i do) but for solos it comes in handy to equip them.
hero is pretty much a cakewalk in the park if you know strats and what not, so certain mods are not needed at all even for solos.
But they do help if you can't kill bosses fast enough.
Boss Spec does 7.77% more damage to relevant enemies, that increase will obviously be poroptionally larger for a weapon using heavy ammo than for one using primary or special ammo.
At the end of the day you're just another one if these randos and if you aren't running appropriate loadouts then plenty of people will think you're just as brain dead as you're claiming others are.
