Leveling them up gives you access to a wider selection of perks. Including the intrinsic. There are also advanced perks (which require you to have an Ascendant Alloy to apply).
Depending on the weapon, you might need to level it up to between 12 to 16 to get access to everything.
There might also be some minor stat bonuses at level 20 (not positive on that).
Are they only crafted? I'm pretty sure I've gotten some just from drops.
Do the level ups also increase power level at all?
When it hits Lv20 and has an enhanced intrinsic fitted, it gets a tiny one-time stat bonus.
Otherwise, once you've reached the highest level any of its perks require, and exceeded Lv20, the weapon functions exactly the same whether it's Lv21 or Lv210, etc.
Most others do NOT have patterns, but can still sometimes spawn with a red border.
The purpose of those is to provide you with the materials you need to craft new weapons (at the relic on Mars) or reforge existing weapons you've leveled up.
The Light Level is entirely separate. Light Level is basically how difficulty is engineered. Higher Light Level enemies do more damage to you and take less. You can upgrade the Light Level of your existing gear by infusing a higher level piece into the one you want to upgrade.
Do note: Infusing destroys the "donor" piece.
For most upgrades, you'll need an Upgrade Module. Banshee-44 sells them, as does Ada-1, both of them can be found in the Tower. Treat Upgrade modules as an Uncommon-to-Rare material. They're neither cheap, nor terribly expensive. Use them when you need them, but be aware of your budget.
Also, you can upgrade a piece of gear with an exact duplicate using only Glimmer (so, if you had two Firefright Assault Rifles, you could upgrade the lower level one using the higher level one (assuming the lower level one had the perks you wanted to preserve)).
