Report: Reverse-Lure Bug Help

i dont know if i have done something wrong but i am trying to get my first exotic glave.
i go to the evidence board to pick up the quest but when i hover over it it tells me to complete all other reports.
i have already completed the WQ campaign and all of the reports, and i have not gotten an exotic glave on any of my other classes or even started the quest. i have this issue on all of them.
any help?
