Can't I buy a subclass?
Why can't I open or buy a new subclass? Maybe I don't understand something?

I don't remember but i think you get the arc void and solar subclasses through the new light quest line. As for the stasis and upcoming strand subclasses you need to buy the DLC it came out in and obtain them through the story.

I gather you have been to Ikora?, and if she doesn't give you subclasses i belive Mr Erie Rider is correct. Do the new light quest line
