just did the Legend mission with the 4 exo to find, some vanguard, never been out of ammo.
and I don't think I'm using mods to find more ammo.
Ammo finder drop grants 70% reduced ammo. It looks brighter and the mod has a hidden progress bar you have to fill by kills to get a drop. It's around 20 kills for special and 26 for power ammo. Primary kills grant more progress and exotic primary grants even more.
I'm not sure about regular ammo drops, but it was speculated that there's a similar kill counter system (40-60 kills) with ammo type cycles, RNG, enemy type dependency and a juggler effect, so you don't get ammo for weapons you get kills with. Unless you use double special weapons. It makes heavy ammo drop more often and Bungie tried to change it several times, though with mixed results.
They made primary ammo infinite, but the primary cycle might still exist and it drops nothing for obvious reasons.
See this post in Reddit for details of how ammo drops function. If you dump your special/power ammo reserves and then only use your primary ammo weapon you're effectively locking yourself out of ammo drops.
Also consider that when running double special ammo weapons that pickups are split between the two weapons which is why most double special loadouts use either a trace rifle or a machine gun as a pseudo-primary due to their increased ammo reserves and efficiency (next seasons machine gun buffs will make this even more viable).
You can currently supplement this by double dipping on finder/scavenger/reserve mods by running special/heavy ammo weapons obthe same type (linears have Arbalest and Lorentx for example alongside a heavy but you can do the same with grenade launchers, shotguns and sniper rifles though grenade launchers are the only option that don't dictate your choice of exptic). Next season this will change as the shared factor will be damage type rather than weapon type which will allow far more.flexibikity when using energy specials but will lock you out of double dipping on kinetic specials such as Arbalest.
Devil's Lair is one I remember almost always running out of ammo or staying at a bare minimum for heavy and special ammo for the entire strike. Sometimes though, a precision kill will spawn both types of ammo.
The drawback to finisher mods is that it costs some super energy. There have been times I got cornered by a bunch on NPCs in the middle of a slow reload and had to use my super. One time, I'd forgotten I'd done a mod enabled finisher and nothing happened a few minutes later when I needed my super.
I've used both Witherhoard and a non-exotic trace rifle before and don't normally have problems with ammo, although on some strikes there aren't enough drops. The Shadowkeep strike hardly ever drops heavy ammo. I know because I hoard the rounds I start out with on my heavy machine gun because I need the rounds for the shriekers and the snipers going up the elevator.
