Still kinda ♥♥♥♥♥♥ to say "wanna play on a different platform? Oh, you already got content there? Well, this is what you gotta buy in order to get the experience you used to have!" Especially, when switching from PC to console or reverse.

And honestly what Bungie does is pretty novel in the space of gaming. And if you caught the specific window, when they migrated away from Battle.net and transfered to steam, you could get every last bit (even going from console to PC!) that you had already purchased. Only caveat was that it was for a year only. Which was what...two years (or three?) ago now
But staying on topic, Bungie has been pretty open about the "DLC is platform specific" and yes, Epic and Steam are different platforms (I don't know the nuts and bolts of it, but considering how Epic is treating the PC userbase...I think Epic may have more to do with it than Steam...my guess is if Epic played nice with everyone, DLC compatibility would probably work cross-platform on PC)
People are calling it a decision though, or Bungie's decision, like it was ever something serious that people sat down and made a decision on. But it's not even a serious suggestion is what we're saying, Bungie got the platforms to agree to cross-save, but why would they ever agree to honour a license purchase made on someone else's platform? It almost surely wasn't even suggested in the discussion.
What does Sony, or Epic get out of giving free DLC to people who bought it elsewhere, including the PC grey market (which, if this system was even in place, a whole lot more people would be doing, etc). If Bungie told them they have to, they'd have got laughed at. It's all down to the platforms wanting their own cut, and exactly the same reason as why any other game purchase doesn't entitle you to a free copy on any other platform the game may be on.
