does pulse monitor work with kill clip?
pulse monitor: automatic reload when stowed if wounded
kill clip: bonus dmg on reload

does this mean if I have the weapon stowed with 2 rounds in it, or 1, whatever, and I take dmg and then take out the gun it deals incrased dmg?

No, such perks require manual reload or marksman's dodge
