Bloom and reflections too bright

Has anyone had issues with the game having excessive bloom and brightness? I can't even see the sleeper simulint ammo counter since it's a completely white glowing label. My ship also has a massive bright reflection orb coming off it. This is generally on anything with concentrated light.

However, the short transition the game does when you open menus does dim the bloom down enough to see the ammo counter and remove the orb on my ship. The easiest one is the esc menu in orbit that lets you exit game or switch characters. As that comes up, the bloom goes back to normal for a brief second.

I've tried with HDR off/on, full screen/windowed, and low/high settings but the bloom effect is still there. I'm reinstalling the game now so will update when it's finished. Can post a screenshot if needed then.
