Geez...RTX 2070 is less power hungry than a 3080...makes sense
Reading is not your strong point, is it?
Destiny 2 always draws - whether with my old rtx 2070 or the new rtx 3080 - maximum watts. Without exception.
With my RTX 2070 it was an average of 380 watts, the components simply didn't draw more, and now with the RTX 3080 it's always at the 600 watt limit. That's at the same resolution and limited performance of the RTX 3080, regardless of whether it's in 2K resolution or Full HD also 120 FPS limit. The graphics card is ALWAYS fully utilized.
Do you have your GPU set for Max Performance in NVCP? If so then the max power draw will always be like that, from my experience. I have a RTX 2060 (sadly), but I set my Mine to "Adaptive", that way it draws only what it needs when it needs it. I've ran benchmarks vs Adaptive and Max Performance and there is not to much of a difference. Try it and see if thats why its pulling max power.
