It's got to do with your connection from ipv6.
Check your Adapter Status - you need Ineternt Access in ipv4 & ipv6.
Read more about ipv6 - it's an intenet protocol Technology services from your ISP.
In most cases ISP's give ipv6 protocol to get access to internet. but some give this protocol as extra paid services.
Try to use your phone as modem to check - maybe your phone ISP give ipv6.
I unfortunately don't know anything about ISP Networking, me and my boyfriend play on the same internet.
I don't see how it could be something with our internet because then I would've had these issues at the beginning and my boyfriend is able to correct his issue temporarily by restarting his pc, though he's also just let me know now he hasn't had the issue in a couple weeks, but i'm having the issue constantly.
I've practically closed the game out 2 to 3 times now trying to figure ouif having a wired connection versus a wireless connection would help, which it made not difference,, all 2 to 3 times it was connecting, but now on the 3 or 4th opening of the game its not doing it. I don't know what is going on with this anymore..

First things first Run Steam as Administrator, once you see the black loading screen press CTRL+Alt+Delete then either hit Cancel or bring up the Task Manager (You can leave it up in the background) and click on Destiny 2 on your desktop's taskbar...
(This will usually work for both Steam and Epic Games launcher 89.5% of the time)
...if the screen doesn't change from a black screen to a loading screen within a couple/few seconds then try following portions of this guide for a hotfix:

It's 4am right now so I may be misunderstanding somethings, this isn't so much a loading screen issue unless the "connecting" screen can be considered a loading screen?
I'm also unsure if any of the steps may help as I am now trying to run the game on my boyfriends Asus ROG gaming laptop to see if it would make a difference and i haven't prior played destiny on his laptop and it also has the connecting issue.
I have also already tried force quitting steam and destiny through the task manager and it did not help, everything for the system and graphics card is up to date and updating everything while the connecting issue was happening did not help.
I have not tried deleting the cache yet, so I may have to tackle that later.
I don't know if that would be the issue as we were playing on the same internet/IP at the beginning, but my boyfriend was the only one having the issue at the start and I did not.
If it were because of us playing on the same internet/IP then this issue would have been going on for both of us at the beginning, right?
It also doesn't seem like the issue as my boyfriend is able to fix his connecting problem temporarily by restarting his PC.
If the game is being played on [the] "one user per household rule" via the game itself (and its "anti-cheat" software recognition{s}.... The only way around that would plausibly be to use a VPN for the second user, which would/could add a bit of latency and might not be permitted by the game's TOS "Terms of User" rules.
I am not familiar with a one user per household rule for the game, didn't know that was something in the game, but a rule like that wouldn't make sense because there will be other households that will have two people playing the game at the same time on the same internet? So they can play together.
Like my sister and her husband play Destiny together on their PS4 consoles on the same internet, so in theory they would have the same issues which to my knowledge they don't, unless they don't have an anti-cheat software for consoles.
Is that a setting that can be turned off or changed in the game settings?
I also would prefer to not do something that would be against the Games TOS and if it brings down my latency then I would be experiencing more lag ontop of the connecting issue and wouldn't be able to enjoy the game as well or participate in iron banner or crucible because i'd be lagging so much that i would be killed at every turn.
