Which sector is the Legendary rotates, it's not something you can adjust.
To access it, you need the minimum light level for the version you want, and you need to have completed the sector on Normal mode, on the character you want to run it on.

You don’t “get” a flag. Not your fault for misunderstanding. Things are not being worded clearly.
1. Legend / master lost sectors change daily. There is only ever one per day.
2. Whichever one is for the day on whichever planet, will be marked on the map by a blue half circle with white lines.
3. When you land on the planet and go to that lost sector, somewhere near the entrance will be a Flag. This is the flag being mentioned. It stands outside the lost sector as an alternative means to enter it in legend or master mode.
4. When you activate the activity by standing next to the flag there in the bottom right will be your option to play legend or master.
5. Various websites can help tell you which lost sector is available for the day along with potential rewards.
6. Finishing the entire lost sector solo and without dying can improve your chances of better rewards. Also finishing in the shortest amount of time can help. 15 minutes is the threshold.
