Rahool is always the first place to check, but depending on what you've purchased ... some stuff might be else where.
Additionally some DLC rewards are dependent on you completing the main campaign associated with that particular DLC.
Buying the Forsaken pack gives you 3 Exotic Ciphers (specifically for Forsaken gear). Those are used at the Monument to Lost Lights, which is a Kiosk in the Tower. It's right in between the two Vault kiosks.
Further Exotic Ciphers can be obtained from:
Leveling up the Season Pass.
Doing Xur's repeatable quest.
Normally, you can only hold ONE Exotic Cipher at a time.
Xur's quest requires you to complete 21 playlist activities (like a Strike or a Crucible match). If you can complete it the same weekend you get it, you can turn it in the same weekend and the quest will be refreshed next weekend. If it takes you all week to complete the quest and you turn it in the following weekend, then it'll be an additional week to reset. (In other words, the quest resets the week AFTER you turn it in).
Regular Ciphers are (somewhat) expensive to use.
