Does it I mean I have to fully Kindle my armor set to buy the ornaments?

Just get the armor package from Eva, then you can buy it.

I did and still locked, my hunter is fully kindred and bought it with no problem

It should be 'unlocked' if you kindle a piece of armor just once.
