Why do they hate high cal rounds?
It seems like they're either intentionally omitting it from guns that have other useful effects, or removing it from old guns that were reimplemented through crafting like Fixed odds, which also seems to only have all it's good rolls on the second column anyway (another issue I've noticed with crafted weapons it seems)

dunno but the perk is probably one of, if not the best, in the game for guns, certainly for pvp.

It used to be great to flinch players and throw off their aim for an easier kill. Probably because it is actually a good perk and not one of the gimmicky worthless ones they constantly add.

In year one if kill clip or rampage wasn't on a weapon people would hardly touch it

Right? And they keep trying to shoehorn Air Assault and Compulsive Reloader onto everything. The former of which is just getting annoying to see if only as a Titan main I basically get nothing out of all this air effectiveness stuff they've been trying to implement. (seriously I think Warlocks are the only ones that can really benefit from that.)

and no one ever wants compulsive reloader.

But the developers trying to force a shifted meta isn't really all that great when it's the players that are going to decide that meta anyway.

high cal isn't even that good now since the flinch changes. you're better off with ricochet rounds

Air assault is worthless because it needs you to be close to death to be worth anything and chances of it helping then is next to nothing. Better to have a perk with 24/7 uptime.
If they didn't remove the TRIBUTE HALLS, we'd at least have a way of testing such perks out to run comparisons, but nah had to go that as well, for no good reason as well.
high cal is wonderful on an smg still, stability is for controllers.

Simple. Bungie wants you, the paying customer, to use the product you purchased the way THEY want, not the way YOU want. Games as a service!
