We can't tell what you define as "unnecessary". The base game (including all of the basic destinations) are available to FTP players. Play the game. See if you like the basic gameplay loops. See if you run into paywalls. If there's stuff you want to do that you can't, then that's your answer as to whether it's "necessary" or not.
Witch Queen includes a basic PvE campaign which many of us like quite a bit. It can be played in a normal mode, and in a legendary mode. There's the Wellspring activity, there's various other campaign activities as well.
The Deluxe Edition includes the two dungeons, and includes all 4 season passes. The season passes allow access to the Seasonal activities up until the end of S19.
Personally, I think it's worth it, I pre-ordered the Deluxe Edition package that also included the 30th anniversary edition and I'm happy with that choice.
But whether it's worth it to you ... only you can decide.
The Witch Queen does not include any prior expansions, if you want to play those you'll need to purchase though as well.
Deluxe edition gets you all the contents that will be released this year minus the event pass.
It does not give you any previous expansion content, for that you'll need the legacy collection.
Some older content has been vaulted. This includes the Forsaken campaign and the Tangled Shore destination. The Dreaming City and the content there remains extant.
There is one bundle that includes the older expansion content, that's the Legacy Collection. That's the only such bundle. No other package includes the older expansions. You can get them from that bundle, or you can get them separately, but that's the only way you can get them, and your PS4 licenses do NOT carry over, if you want to play the Shadowkeep and Beyond Light campaigns, you'll need to purchase those licenses.
There are 3 Witch Queen bundles:
Witch Queen basic: Includes the basic campaign and ONLY the basic campaign.
Witch Queen Deluxe: Includes the basic campaign, the two dungeons and all 4 season passes.
Witch Queen Deluxe AND the 30th Anniversary content: Includes the basic campaign, the two dungeons and all 4 season passes, and the Dares of Eternity content as well.
None of the Witch Queen bundles include any of the older expansion content. This isn't an MMORPG. It's a live service game, older content is "nice to have" but not necessary.
