Go to Xur when he arrives each weekend (right now he is in the EDZ, winding cove) go to the second page (where you can pick up dead man's tale and hawkmoon) and pick up the quest for the cipher. If I remember correctly you have to complete 23 strikes, crucible matches, gambit matches, etc. then you get an exotic cipher. You can complete only one per week I think
However with Gambit & crucible it is only wins that count where as completions
count in strikes.
I always get one during the pinnacle chase as you are doing all those activities
anyways so you might as well be accruing for the cypher.
It used to be 21 strikes.
Note, if you don't turn it in the same week you get it, you can't get another on the week you turn it in, in case that's important to you.
Or at Xur to get Hawkmoon or Dead Man's Tale
The Monument to Lost Lights, located in-between the vaults at the Tower. Most of the items in there costs a cipher among other resources.
OR
Xur when he arrives for the weekend. You can use ciphers to either buy a random roll of Hawkmoon or Dead Man's tale, or to buy an extra exotic engram from Xur for the week after you've spent shards on the first one.
You can also get more ciphers. Xur has a bounty that grants an exotic cipher upon completion (which refreshes weekly), and you can reach rank 55 on the season pass for one too (it's always in the free track but it's only one per account per season). Bungie may occasionally give ciphers out for special events too.
