Report a translation problem
DLC is licensed by the platform, not by Bungie. When you purchase a DLC, you are purchasing the license to use that DLC on that platform. This is how DLC has worked for years.
Cross Save does not grant entitlements to DLC or transfer licenses for DLC to other platforms. If you wish to access the DLC on other platforms, you will need to purchase it on that platform.

To gain access to everything you need the Legacy Pack ($60) and The Witch Queen ($40). I'd probably skip the 30th Anniversary Pack since the gear/cosmetics can still be used and it only gives access to the Dungeon otherwise. If you aren't bothered about access to older content then you can pass on the Legacy Pack and just purchase Beyond Light ($30) on its own if you want access to Stasis.
All those prices are of course based on full price rather than waiting for a sale.
