SKYBURNER'S OATH scorch application

before yesterday patch i was running this ignition build, because with SKYBURNER'S OATH and Ember of Ashes fragment (You apply more scorch stacks to targets) i was able to do ignition in like, 3 shots ? now it takes like 10 ??? so either weapon was nerfed or fragment was nerfed ? but i guess it is fragment, because i have this feeling double exploding fusion grenade now cant even make ONE ignite ? i am so angry ...
