Personally I believe this to be a way to inflate gameplay and/or get people to log in daily. Because the more often a player logs on, the higher the chance they spend real money on in-game stuff. Eitherway this is the way it is now so start doing a minimum of 1 login per day, check Ada-1, logout. Welcome to the grind guardian!
Outside banshee and ada-1, main other way to get mods are from the raids and those are only the raid specific mods.
Even with weapon components, you still had to spent them on a selection of 2 mods at banshee.. Now you just buy them with glimmer from either banshee or ada, which is 2 more mod opportunities compared to how it was before.. It's just that some mods are really rare to come by and if you miss out on them on that very day, it could take weeks or several months for them to come back.. Heck, even years in worst case scenario.. I need bountiful wells and seeking wells which were sol last month apparently but i missed out on those, which is a bummer...
Imo, they need to give banshee and ada a bigger mod selection instead of simply 2 per npc...
Outside of banshee/ada, GM's and trials give adept mods for adept weapons.. Raids also still drop certain mods as far as i'm aware.
