That usually guts performance or adds input delay in my experience.
DX12 is usually worse performance and somewhat iffy currently to my knowledge.
Open task manager, go to performance, go run around in a strike or something. See if any of your cpu cores are peaking or if gpu is peaking. I doubt you should be running high settings on that if you want frame stability. Likely low everything and disable what you can. Either way try it after on minimum settings and see if your cpu or gpu is peaking. You can't overclock that cpu, so if its peaking you're likely SOL until you can upgrade everything.
Also as a note for future, Nvidia has 'freestyle' which is basically reshade with a ton of options in most popular games. I don't think its compatible with destiny 2 either though.
All that said I've had issues in certain updates with frame drops.
Maybe theres an issue with 60fps monitors or something as well? Even with g sync off I cant remember the last time I had screen tearing.

I don't use amd so I have no idea what settings to play with there.

This is some good info. The person says that fps cap is for G/FreeSync monitors, but how do I know if my monitor is one of the two? Also I'll try Fullscreen Windowed.
I thought the 'fast-sync' might work for you, but it looks like it still requires one of those or hdmi 2.1VRR which is made for 4k+. You'd likely just have to play with the fps cap ingame and run borderless windowed to try and remove tearing without the vsync performance hit.
1. Set the game on Windowed Fullscreen.
2. Setting the FPS limit to 59 FPS, so that just looking around I get 1 FPS drop, opposed to 15+ FPS drop.
3. Enabling the Radeon Enhanced Sync setting in my AMD software, while having the in-game Vsync setting off.
I will try to play with graphical settings to see if I can make the game look better now that my fps can hold it's ground. I haven't had this stable fps since I discovered TES5:Skyrim, work properly only with 59 FPS cap :D

Ok I took a look at your specs vs Destiny 2 and its not your GPU but your CPU thats messing with things. Try running the game with Mid settings and work you way up.
IDK a lot about PCs now days, seeing I just got back into gaming and i puchased a prebuilt for now. I did a look up of your card vs mine and heres the results.
I dont run 100% of the time above 60 FPS at 1440p, but 1080p maxed settings, I stay well above 60-80+ FPS. I also have 32 GB of system memory and a Ryzen 7 3700x.
I would try lowing your settings to all Mid/low and slowly increase some settings. To me your right on the end of D2 recommended settings. Plz know that you cant always go by a games Minimum or Recommend settings, with each update or new DLC, those settings can easily be higher than the last known settings posted by the Dev Team.
9Dragons is a game that comes to mind that I used to play for almost 16 yrs and you try and run it with the min required settings now and the game wont be playable.

Anti-Aliasing: SMAA.
Screen Space Ambient Occlusion: HDAO.
Texture Anisotropy: Off
Texture Quality: Mid
Shadow Quality: Mid or Low
Depth of Field: Mid or Low
Environment Detail Distance: Mid or Low
Character Detail Distance: Mid
I think its FoV (Feild of View) - I use 100 or 85, can't recall Im not in game (It might be Rendering Scale thats 85 and FoV is 100 for me).
I dont want your game to look like an old PS/Xbox game, so try a setting at a time.
you want to see how your FPS holds up, go to the Moon and harbor of Sorrow Public Event and watch your FPS. For me that event can show you how some other places may run. I havent seen to many other places in game that can drop your FPS like that place.
