It depends on the controller and what kind of pc and monitor you have, if the refresh rate is higher it might feel different and the same if the game is stuttery for some reason if your pc can't handle it.
I've tried it with an xbox one controller and that works just fine for me.
Vsync on or off ?
That can do a lot aswell if you haven't tried fiddling with that.
Ps4 can only handle like 30 fps, so what do you expect ? It's way more clunky on ps4, i think you are just unused to it on 60 frames to be honest. It's way smoother on pc in comparison unless you use a controller that doesn't have full support.
What controller are you using if i might ask ?

for a controller i use a sony ps4 controller.
Try put it on 60 frames if possible, playing on a pc with 30 frames explains why it feels off surely.
Well then you have no opptions with playing the game "smoother" it's 60 frames or nothing on pc.
i wish to replicate that feeling.
ill go ahread and launch the game and set it to 60 then do a strike. but i know it wont do anything.
The thing is playing on a console is different. the hz/refresh rate feels different on a console gaming on a tv compared to a pc on a monitor or tv. The smoothening works in a different way, playing a 30 fps game on a console can feel as smooth as a 60 fps game on a pc for some games atleast.
But on pc, 60fps is where it's smooth, any other and it might feel off as a pc in general is faster and reacts faster than a console does, and the ps4 controllers have a slight delay which it doesn't on the pc if it's working correctly.

I knew from the start framerate is not the issue here.

Are you using any additional programs for your controller like ds4joy or something ?
Did you try using the playstation 4 controller one ?`I assume there is one, i can't really check as i only have a few ps5 and xbox one controllers.
