(with the exception of the Legacy Collection, which is a bundle that contains the older, Legacy content (the Forsaken pack, Shadowkeep, and Beyond Light).
Lightfall is a pre-order for the Year six content.
If you're going to spend money right now, I'd suggest buying Witch Queen and an active Season Pass. That will give you the expansion campaign and activities on the Throne World, and will give you the Ketchcrash, Expedition, and Plunder activities, as well as access to the Star Map (vendor) in H.E.L.M.
If you want access to the seasonal storylines and activities for the entire year (S16, S17, S18, and S19), then consider buying the Deluxe Edition of WQ. The seasonal content remains active until the end of S19 (which is 5ish to 8ish months away, depending on Bungie's schedule).
There's also the 30th Anniversary content, your call on that.
I'd suggest waiting for a sale if you want any of the Legacy Collection content.
I personally bought all of the DLCs basically day one of my play with the exception of 30th DLC. Though a week ago I also bought it for the cool dungeon, cosmetics and weapon.
If you're interested in the story and various activities - every one of them is worth it in my opinion. They look nice and basically give you a great story. Content for 20+ hours is guaranteed. Witch Queen is definitely my favourite, it's the most modern and good looking.
In terms of meaningful progress - I would say Beyond Light is the most important as it gives you Stasis (4th subclass), Lightfall will give you 5th.
There is plenty of free content but to me the game feels incomplete without everything :(
As a separate thing I would like to note about cross play. The game is fully cross play and you can play all the free content with the same character. But the DLCs won't transfer from PC to PS4 and vice versa. Although if you have all DLCs on PC and got gear that is only available there - you will be able to use that gear on PS as well. Same goes for season pass (and basically anything you can buy in the store for silver) - you will get those things/quests/activities on all the platforms. Hope I helped.
