D2 without Forsaken/Shadowkeep: no weapon mods?

as the title says: i wonder if i ever be able to mod a weapon? i am at 956 power / level 40 and I still could not find out whether modding a weapon is only possible if you possess the Forsaken or Shadowkeep packs?

Go to Banshee and see if he is selling any mods. AFAIK basic mods are available to everyone.

Weapon mods have to be bought from Banshee, Ada, or the seasonal artifact.

You also get them frequently by giving Zavala and Shaxx tokens. Far more frequently than Banshee.

also, is there a benefit of wearing a complete set of armor? like the angled web stuff`?

Other than style, nope. Though there is a rare bounty that requires a full set of Black Armoury armour, I think.

i have a question not really similar to this discussion but i just got max glory legend and do we get anything for being max rank? i didnt really get anything
