Gambit prime matches are pretty fast and the gun is really good in there for killing envoys. You can grind it out in a weekend if you really want to.

Yep! I did all my IB matches with it equipped to I never forgot. The only exception was when I had to get fusion rifle kills. At 1% per match, it took quite a few.

I carry it, but rarely use it, and have always gotten 1% per strike.
I assume you are saying the same thing he is. He doesn't mean you have to have it in your hand, he means equipped in the slot. If anything, his wording is way better than yours, since "carrying" it could imply just in your backpack, and that is 100% not true.
Anyway, to get back on topic, you said you read the quest word for word, yet there is literally not one mention of precision kills (or kills at all). "Using Eriana's Vow, earn progress by completing Gambit, Gambit Prime, Cucible, Vex Offensive, and strike activities."
As others have said, you simply complete activities with it equipped and it goes up. Worth noting different activities give different amounts, with Gambit Prime being the highest, and the premium season pass has rewards that double/triple your progress, at which point one gambit prime match is 2%. It is quite a slow grind without the pass, but you can get there.
