Nah, the real answer is that wavesplitter CAN be the best but it's reliant on RNG which I don't like. Prometheus lens is best against minors because it does more DPS off the bat. Coldheart is better against majors and bosses because the damage increases over time and it will outdamage prometheus lens on targets with more health.

I wasn't the OP, but I got both the Prometheus and Wavesplitter in rapid succession, so I was wondering too.
