Best place to do the outbreak perfected catalyst?

Try the Reckoning? You need 500 precision kills and there are plenty of enemies to shoot at, even though it's a four player activity.

Shuro Chi encounter or thrall room below the grassy jump puzzle room in the whisper mission

Heroic whisper mission. Drop down to the area with infinitely spawning shadow thrall and sit in a corner. You'll have the catalyst done in a few minutes.

You don't need to run devour. They're shadow thrall, they basically die in one shot, lol. You won't die unless you go AFK or something.
