This is being disingenuous. Yes, Valve are the ones who actually process license revelations but aside from payment issues for purchases directly through Steam they only do so at the publishers request.
If OP didn't purchase through Steam all Valve can tro is redirect them to the Publisher. If OP didn't buy through Steam then they instead need to go whichever store they purchase d from to resolve the issue with them.
Ultimately though this issue isn't going to be resolved except by repurchasing the content. Valve can only resolve this if it was a direct Steam purchase and otherwise will just direct OP to the publisher and/or retailer; you've already shown the publishers stance to be that it's not their problem and the retailer is unlikely to provide any support for a year old purchase even if the purchase was made form an authorised retailer not a grey market reseller.
I'll just say there is a reason steam blocks that website.
Unauthorized 3rd party key sellers have a huge issue with people buying keys with stolen creditcards and then the bank issues a chargeback and the developer has to refund the owner of the card.
To ensure no foul play happened, I am assuming they revoke/ban the CD key that was involved in the purchase that was attached to the card.

Since you did not buy it from Steam, Steam will not be able to help you and you will end up wasting your time - feel free to try though, seriously. I am telling you this so you can have it resolved as fast as possible. You'll need to take it up with the place you purchased the key but they have VERY strict rules stating once you bought the key there is no way to refund it since they have no idea if you claimed it or not.
