Soft Cap - 1500
Hard Cap - 1550
Pinnacle Cap - 1560
You get it as a reward at the end of the mission. If you have full slots/engrams it goes to postmaster.
Anything higher then 1550, you need to check power level of the gear.
I'm definitely not getting anything that high. My current power level is around 1498.
When I didn't get any pinnacle gear reward for the second week in a row, I really combed through my new items. Nothing was more that 1506 PL.
So there's no way to tell what's a pinnacle gear or powerful gear in the game? No indication at all? I feel like I'm doing these weekly challenges and not getting any reward.
You need to have everything with highest level equiped. Tools like DIM have option to equip it. Other than power level there is no other indicator.

Edit: Until you reach the soft cap, 1550 this season, then pinnacles will drop +1
I am a returning player from a long way back and a lot seems to have changed.
I haven't been keeping the highest PL gear on since I don't want to use up all of those cubes to upgrade my stuff. (I don't have a ton of them)

When you go there in destinations, does it say you get Pinnacles? There is a minimum level to get them, 1500?
Edit: I just looked with a character at 1493, no pinnacles.
And no, you don't have to have the highest light level gear equipped or even in your backpack, it can be weapons on another character or in the vault, the game goes by the highest you CAN be now.
1500 light you can get with blue gear without any powerful drops just run publick events in edz its realy fast to make 1500
And yes you need in inv your highest light items for each slot
But to answer your question, for example, a pinnacle simply drops after the latest mission, of the three vanguard strikes, into you inventory, or if it's full, into the postmaster.
I play since 2017. I started with a maximum of 40 items for my vault, today I have not more than 100. Same goes for my 3 class inventories, I delete a lot, and I see my progression continue without gear I don't like, even gear with the highest stats.

Incorrect, as long as the equipment currently exists somewhere in your account it counts. It can be in your inventory, in your bank, or even on another character, as long as you could theoretically equip it, it counts. This is easiest to see when you level one character, then swap to another character without swapping anything over; the power of your new character will climb extremely quickly because the high level guns on your first character bring the new character's power level up, so you only need a few armor drops in each slot to get them levelled to the same point.
But yeah, how the drops work is there are different power ranges that you need different drops to progress in. This season (all these numbers change every season), the soft cap is 1500. Literally any gear that drops will be higher than your power, up to the soft cap. Once you get there, regular drops won't increase your power, only Powerful sources (mostly labelled on the Director as Challenges, but also a couple other sources like Prime Engrams) and Pinnacle soures (I think exclusively Challenges, the engram a Challenge drops is stated in its details) will increase your power up to the Powerful Cap at 1550. After that you have the last range, where only Pinnacle sources will increase your power up to 1560, the Pinnacle/hard cap.
An important thing to note about drops is that they are based on the average of the highest power level equipment you could equip in each slot. They are not based on the power level of the slot you get the drop in. Thus, for example, you could get several drops in a row in the same slot or two, and that may not be enough to increase your average power, so even though you are getting the powerful/pinnacle drops you are supposed to, they can drop at the same power as your current equipment. It is not a bug, just very unfortunate RNG, and there is not much to do about it but keep rolling until it works.
