where do I farm these for the event?

They drop from certain higher end activities. Higher is a sort of loose term since this ranges from completing an encounter in a raid to just doing wellspring on normal mode.

the Recreational Playlist seems to award them as well. No champions to kill so I don't think you get to the gold or platinum threshold.
