Does Normal Raid Loot Count As Weekly Master Loot?

I did normal Vow today, and I want to do master, but does that mean I already got the loot or is it separate?

So our team did the first Master encounter for the challenge and then we did a normal clear, I used the same class each time. I got pinnacle boots from the encounter chest on Master, and non-pinnacle boots from the same chest on Normal. So that says to me that you can do two looted runs per character but only the first one will be a Pinnacle drop.

Normal and Master have separate loot lockouts but interchanged pinnacle lockouts. So you will get loot on master if you're already done normal for that week (and visa versa) but you'll only get pinnacle drops for the one you did first.
