Right click on the weapon, look at the maximum light level. If it says 1050, then the weapon is sunsetted and CANNOT be upgraded. It will always be whatever the "floor" for the season is (in S15, the floor is 1100).
As (N☆G) Jackal ★JJ★ said, you can also look at the corner, if the corner is grey/white, that also means the weapon is sunsetted. That applies to both armor and to weapons.
red sword- almost out of your league, gonna be a little tough but you can do it.
red skull- back the ♥♥♥♥ up hell one tap you.
these are next to the enemies health bars, the very left of it.
That means your gear is old, sunsetted. You CANNOT upgrade it.
If you're doing bounties and public events, you're going to get NEW gear. Replace your old stuff.
If you WANT to, you can turn it into Universal Ornaments. Go talk to Ada-1 in the tower to get started on that.
If you keep doing bounties and public events, you'll start getting new purple gear too.
