You don't need a DLC to get the Sunshot exotic. Sunshot only drops from exotic engram (world drop or from Xur) or can be bought from Xur whenever he brings it.

Sunshot is a world drop, so it can drop from random activities or from Xur. Since Xur is here for the weekend, hunt him down and buy an engram from him (or two, if you have an exotic cipher). It'll cost 97 legendary shards though.
