The 'no one being banned' is false. There has been a few posts I've seen about people getting suspended from the strike playlists and if a repeat offender it bans you. There was a pretty big post a year or so ago on Reddit about a guy that got banned because his internet was so bad that he never matched with anyone and it was flagged as network manipulation.
You can indeed get banned, whether you wil for a few strikes here and there is another thing. The easier method is go into a nightfall solo or just get a couple friends that will play at your pace.
