New lights can't access the solar subclass at all

I remade my hunter and im just not getting the quest to get solar from Ikora.
Ive finished A guardian rises, i have finished the Riskrunner quest, Ikora has nothing.
Is this really bugged now? I literally just did the Legendary campaign on this character, do i really gotta make a new character just because this is stuck?

Edit: I made another new character, same issue. Void and Arc are unlocked, the quest for solar nowhere to be found. Post from some time ago mention you need to finish Riskrunner, talk to Ikora, Amanda, Zavala, but nothing does anything.
I can only imagine this broke with Void 3.0 since now Ikora has the Void 'shop' instead of whatever she had before, hence why arc is unlocked by default, so either the quests should show up or solar should be unlocked by default like arc is, but as is, i suspect people that make a new character now cannot get solar.

I also found some articles mentioning an issue where these quests would pop up for characters that already completed them and bungie was aware of this issue.
i fear they tried to fix this and now the quests dont show up at all.

Got this on my warlock its been stuck on Void since I made it and its now 1565 power without being able to play solar or arc haha

no, as i said, the character is new. there is nothing at the terminal, the quests hasnt been discarded, the character never gets it in the first place.

This is a bug that they claimed to fix. Titans cant get arc either

still? they fixed this to my awareness. my character got the quests now and so did other new characters i made since then
