Never bought Beyond Light so if I purchase Witch Queen now...

So I plan on maybe buying Witch Queen Deluxe to have all the upcoming content available to me. Did Beyond Light also have seasons and if so, do they come with just buying the regular Beyond Light that's available on steam or will I have to purchase them somewhere in the ingame store?

The beyond light expansion content itself is still accessible, but if I recall correctly, the 4 seasons attached to it no longer are. You won't need to purchase them at least. You can play the campaign and get the exotics tied to it, but I think you've missed out on the last year and a bit of seasonal content.

I guess what I was getting at is I want to purchase whatever necessary to never be met by a "You don't own this content" message. As long as it's not in the game I'm cool with it.

Yeah - so if you buy the Witch Queen deluxe, you'll get the seasons upcoming until the next expansion releases.

If the Beyond Light deluxe pack is still available for sale, I'm not certain that you need to shell out the extra money for that for any reason but I could very well be mistaken. I do think I remember reading that seasonal content from the release of BL up through the season that ended yesterday (season 15) were getting removed with the Witch Queen patch however.
