So ... you're about a year and a half too late to do that, sorry.
Why?
The window for transferring B.net characters closed on 12/1/2020.
The sale of Activision to Microsoft occurred on 1/18/2022.
The chance to transfer old B.net characters ended slightly over a year BEFORE the sale occurred.
But it's still pretty unlikely to have been directly relevant. I'd say it's pretty likely that Activision didn't have any merger plans prior to the breaking of the mid 2021 scandal. A lot of senior staff departed at that point, and Microsoft probably thought they looked like a good catalog to pick up.
Why Bungie wouldn't have just ported all the relevant data in bulk isn't something I'm privy to, but I doubt maintaining that info on the b.net servers was free. Activision and Bungie parted ways in January of 2019, and the window for moving a b.net character over was about a year long.
In the business world, that represents a "good faith" effort to serve customers.
"Good faith" is a standard of behavior that will stand up in court. It has nothing to do with what YOU think is considered to be "good faith". Maintaining legacy information (at a cost) for a year, and making several attempts at communicating the time limit to the email(s) of record qualifies.

Microsoft will own Blizzard. Blizzard is a subsidiary of Activision-Blizzard, which Microsoft is in the process of buying (assuming they get SEC approval).
