Witch Queen releases on the 22nd of this month. If your cash is limited, that's the one I personally would advise you to get. I would also suggest buying the Deluxe version, which will give you all of the Year Five content. Buying the base version will be cheaper, but won't give you as much.
The older expansions are bundled together in the Legendary Edition. If decide you do want the older ones, I'd suggest waiting for a sale on the Legendary Edition.
I'm a bit hesitant to pre order anything after BF2042's failure, is Bungie pretty consistent on their expansions and content?
Most recent expansions have been decent. Forsaken was amazing and put all the others to shame but most of its content is no longer in the game
It's always good to be cautious about pre-orders. That said, Bungie is one of the few companies that I do purchase pre-orders from.
They put out one Expansion roughly every year. (Beyond Light was 15 months). During each content year, they have 4 seasons (most of which last 3 months). Each season includes new activities and a new, focused storyline which is related to the main storyline for the expansion.
I personally find Bungie to be quite consistent, and find their content releases to be high quality and entertaining, but I will point out that I'm particularly fond of ARPGs as a game type.
You can download and play the base game (including the destination bounties and the basic playlists) for free to see if you enjoy the basic game-play loops. If you're unsure if you'll like the game, that might be worth considering.
