and what about other characters? is the quest and the catalyst account wide or can i get progress with each character?

You can only make 36% progress on the catalyst per week, so you have to complete it over three weeks. That 36% is a maximum per account, you can't make more progress in a single week using other characters.

Important to note that the 36% is with the 6 chest completion "After" you get the catalyst. So you have to go back in after you do the heroic and pick up each chest, then do that each week+finish the mission.
