If you've done it, then I have no idea sorry man.
To answer your proposed solution, I tried that, and its still going on. I've validated my files, cleared my download cache through steam, with no avail.
In addition, Destiny doesn't retain settings that have been applied, i.e. you change it to Windowed Fullscreen instead of Fullscreen. It changes to Windowed Fullscreen for the duration that you play, but when you relaunch the game, it will completley disregard that you have set it to Windowed Fullscreen, and start back on Fullscreen, this goes with all the texture settings and everything else in those categories.
If anybody has any idea as to any ideas on how to fix this, or maybe get this thread to the attention of a Bungie Dev, that would be awesome. I am sorry if you guys are experiencing these issues as well, it really sucks, but they'll get fixed eventually, it's just a matter of when solutions are found.
Yes! This worked for fixing this notification issue. When I had loaded into the EDZ at first, I got roughly 5 of them stacked on each other. After completing the Intro to the EDZ, the notifications stopped.
