It’s returning content from the DCV, like Cosmodrome. I’m pretty sure it’s free for all players.
Except, you do not own, and never did. Try reading an EULA for any game published in the last 20 yrs. You do not own the game or any of it's content. You own a license to play the game.

Content that goes into the Destiny Content Vault may return in the future, altered (if necessary) to fit the new state of the universe. Furthermore, we consider all Destiny 1 and 2 destinations and activities part of the new DCV and we’re going to be pulling from that archive – revisiting some of the most interesting places in Destiny’s history – from now onwards. It’s why the original Destiny 1 Raid – the Vault of Glass – will be returning to Destiny 2 in Year 4.

at least its free recycled content. I like that I'm getting something new and something old. It's more content where is the problem?
Cosmodron and strikes are free to everyone. I don't think they gonna do it because there is no content for f2p players.
