Exotic weapons vs legendary weapons

Why do majority of exotic weapons fall short to legendary weapons in pvp? In my opinion exotic weapons should always be better then a god roll whatever. That's just me what are your thoughts? I cant be the only one right?

Exotics often outdo legendaries... in their intended roles. Crowd-clearing weapons aren't necessarily great in PvP, just like boss-burners and high-DPS weapons with steady damage.

Exotics aren't always meant to be the best of the best among legendaries. They're supposed to be something you can build a loadout around by using their perks.

It's their uniqueness that makes them exotics, not their awesomeness. At least that's how I understand it, I could be wrong though

A lot of exotics are far better than legendaries though, look at Duality, Chaperone, Le monarque, Wardcliff coil, Vex mythoclast, Eyes of tomorrow, Thorn, Suros regime, Cloudstrike and a few more, also not to mention Hawkmoon and Dead man's tale with their random rolls
