They are weekly rewards, from playing 3 Gambit matches for example. Or playing nightfall strikes.
You also get higher gear from prime engrams as they are your powerlevel +3.
Mainly from Challenges, which are the golden symbols all over your Director. For example, each of the main vendors in the tower have a Challenge to do 8 of their bounties each week, or to do three rounds of Strikes (with the right subclass), Crucible, or Gambit. When you hover the Challenge it will say what its reward is, usually a Powerful engram (the tier it says is how much higher its drop will be). Prime engrams also count as Powerful drops. Pinnacle sources are somewhat more rare, and act as a high tier Powerful until you get to the Powerful cap (1320 if I remember right), at which point *only* Pinnacle engrams will give you higher power up to the hard cap (1330).
It is also worth noting now that drops are based on that character's theoretical maximum level. This means a few things. You don't need to equip your highest level stuff, or even have it on you. It can be on a bank, or even another character, as long as it exists on your account and thus your character *could* equip it, it counts for getting higher drops. Also, since drops are based on your level which is an average of your slots, and not the level of the slot you get the drop in, you could get many drops in the same couple slots, which may result in no increase because just those slots aren't enough to drag up the rest of your slots. This isn't a bug, just unfortunate RNG, and there isn't much you can do other than get more drops until they appear in the slots you need.
