The older ones that were created during Activision's tenure are probably all going to be retired eventually. They might return after being refurbished, but the Activision code base was fast, dirty and intended to be discarded after a year or so. Whereas Bungie wasn't to build for a longer service horizon.
This is a Game-as-a-Service. A lot of the content is transitory. If you're going to get into it and expect content permanency you're going to be disappointed.
But activities and events and seasonal storylines, Bungie seems pretty okay with presenting a pretty consistent stream of those.
Currently, there are two packs I'd suggest.
The Legendary Edtion while on sale is a great way to pick up the older content. That gives you Beyond Light, ONE season pass (for S15) and then tosses in the two older Expansions basically for free. That's the best way to get Shadowkeep and Forsaken.
The Deluxe Edition will give you access to ALL of the Y4 content. That all remains active until the end of S15 (Feb 2022). There's also an upgrade version if you already own the base version of Beyond Light.
Anything that says Witch Queen is a pre-release bundle. None of it becomes active until Feb 2022.
The campaigns that come with those expansions would sooner or later be vaulted(Stored away Possibly deleted) so Bungie can maintain the game download space.
When something gets vaulted in Destiny, It's usually just Planets(Everything that is included in planets, Eg; Planetary Materials and Planetary Quests.) , Campaigns, and Quests.
But! Weapons and Armor do STAY, (Certain planetary armor that was formerly removed are coming every season it seems!)
Thus, If you want to buy Forsaken or Shadowkeep it's completely optional since no items are ever being sunset and Bungie refreshed the rolls and light of the armor/weapons for those Expansion packs.
But if you wanna save money, like the guy above me said, It's possibly best to just get Y4.
Just get GamePass PC or Ultimate ($10-$15) you'll get direct access to those Expansions during the subscription period. That is if you're willing to use either game-streaming or reinstall Destiny 2 through Gamepass PC App.
Looks like a good strategy would be getting it on gamepass completing the older expansions and if I do want to continue buy the latest expansions.
