Blue quality items can only be used to power up purple / yellow quality items.
I can't really think of any cases where a blue quality item is superior to an equivalent purple quality one. Keep hunting, more loot will drop.
It's also possible you can just pull a higher level version of any given blue weapon out of your collections tab (for a price Ugarte, for a price). Many blue items have fixed percs, and those are the things you can indeed pull from the collections tab. It won't be exactly at your level, but it'll be close.
You can't do that anymore. Items pulled from Collections will always be the base power level, which right now that is 1100.

Good news though, they've reissued it for Season 13, so you can actually get a current one that isn't sunsetted.

What, you go fight a bunch of Fallen at close range and compare an Arc SMG to a Kinetic Assault Rifle and that's supposed to be somehow definitive? You deliberately picked a target and a range that would allow the Harmony-21 to out perform the False Promise.
How about you try a Gnawing Hunger against some Vex targets at medium to long range and see how well your Harmony-21 compares? Say ... in Perdition.
Or maybe do an actual test where you go clear Terminus East first with a Harmony-21 and then do a second clear with an IKELOS-SMG. And maybe actually show us your gear and mods (and the perks on the weapons) so we can see that it's a fair test.
And just because you noticed that you were mistaken about the quality level of the Tarantula before I pointed it out doesn't mean you weren't wrong.
